Continuous efforts
OC HSE Induction Center is a significant result of the great efforts exerted by safety Team and HSE Group during the past seven years. This distinctive Induction Center is characterized by continuous development both in the diversity of awareness programs and in the quality of the delivery of its awareness Topics. It worth mentioning that KOC HSE Management system consists of thirteen (13) elements that form the essential HSE framework for ensuring that works carried out across the Company are properly planned and safely executed.
Programs and operations
KOC has established different programs and processes to achieve the aims and expectations of each of the thirteen elements. KOC HSE standards and procedures capture these processes and assigns roles and responsibilities so as to affect ground level implementation. However, proper implementation of the procedures can be ensured only when all concerned personnel, right from top level managers to the workers, are fully aware of the procedures. Procedures get regularly updated based on lessons learned from incidents and from new knowledge about existing risks and associated control measures. Additionally, there is a need to ensure that new personnel coming to the work site are aware about Company’s HSE policy and procedures.
Idea conception
The idea of HSE Induction Center was conceived towards meeting these needs where dedicated classrooms will be provided to conduct awareness sessions explaining Company’s HSEMS requirements and HSE procedures to KOC and Contractors’ employees. A schedule is provided every month through Post-Master on KOC MyPortal, and employees can register for the sessions as per their needs. Qualified and experienced instructors will impart the awareness to the employees.
Confident beginnings
The idea materialized in 2010 when HSE Induction Center was established and commenced operations with twenty-seven (27) sessions covering Safety, Health and Environment topics. Permit to Work (PTW), General HSE Induction, Defensive Driving and Ergonomics were some of the important topics covered as part of these HSE Awareness sessions.
Safety Team within the HSE Group is responsible for the HSE Induction Center and manages all its operations from planning, establishing the awareness materials, providing the sessions and recording their results. Over the years, portfolio of the HSE Induction Centre sessions has expanded to incorporate additional topics that were considered essential for meeting Company’s HSE objectives.
New sessions covering important topics such as Contractor HSE Oversight, Environmental Aspects and Impacts, Environmental &Social Impact Assessment and KOC HSE Audit, Inspection & Self-Assessment were added, as well as specific sessions for Circular Appointed Employees (CAEs).
Vision & Mission
HSE Induction Center’s Mission is to “Develop, organize and conduct knowledge sharing programs to meet the HSE awareness needs of both KOC and Contractors employees”.
HSE Induction Center’s vision is to “Be the One Stop Center for all HSE awareness needs of the Company towards achieving proactive, sustainable HSE culture to meet KOC’s Strategic Objective of being the leader in HSE in the region.”

Optimum improvement
One of the fundamental principles of KOC’s HSE Management System is the concept of continuous improvement. Yousef Al-Qallaf, Team Leader Safety, has taken the initiative to ensure that HSE Induction Center adopts this principle in its operations through deploying outstanding instructors, utilizing training tools, multi-media aids and implementing of “Train-the-Trainer Program”.
As part of this continuous improvement, findings from analysis conducted by HSE Group of historical near-misses, minor, moderate & major incidents, hazardous conditions, site verification visit reports and audits data were taken as input in developing risk based HSE awareness sessions.
Safety Team keeps one of its priorities to ensure that these High priority risk based sessions be included within the 2018-19 HSE Induction Center Program Plan. Additionally, high priority HSE topics identified by the Company’s HSSE Implementation Committee were also included in the Program plan. As an initiative, HSE Induction Center has scheduled new sessions covering Personal Development topics that will complement its other sessions in enhancing the HSE culture within the Company
Development and modernization
2018-19 will also see new modes of delivery for the different awareness sessions. Interactive workshops and Simulator-based sessions are planned to enhance employee learning experience. Al-Qallaf has been significantly involved in the development, review and finalizing those workshops and awareness sessions.
Information-technology based processes are planned to enhance value of HSE Induction Center to the attendees as well as the Teams that nominate their employees for the different sessions. Safety Team plans to establish an HSE Induction Center Website to bring information about sessions to employee’s fingertips. An electronic attendance, electronic passport and a certificate system will be rolled out for automating attendance recording and for maintaining attendance history.
Future expansion
A planned expansion of an Asset based HSE Induction Center for South & East Kuwait (S&EK), West Kuwait (WK) and North Kuwait (NK) Directorates is in progress to meet the awareness needs of Asset based KOC & Contractor Employees. In the medium term, HSE awareness sessions in line with HSE Induction Center Program Plan will be conducted at assets using existing asset facilities. In the long term, dedicated HSE Induction Center buildings and facilities will be established at the assets to bring the Center and its many awareness sessions closer to both KOC and Contractors employees working at the Asset areas.
HSE Group and Safety Team hope that the Company’s HSE Induction Center will play an integral part in enabling all employees to ‘Learn & Know More’ about HSE, enabling them to make a positive contribution in their daily work activities and achieve Company’s objective of ‘Zero Accidents’.

Noticeable growth
By 2016-17, the number of topics offered at HSE Induction Center had increased to 60 from 27 topics in 2010.
Growth in the topics was matched with increased number of sessions per topic in order to meet the demands from across the Company.
Number of sessions per year grew from 273 in 2011-12 to 1,107 in 2016-17. Correspondingly, the number of attendees increased from 3074 in 2011-12 to more than 11000 per year in 2016-17.
