Kuwait Oil Company's Responsibilities under the KPC's Umbrella involve the exploration, drilling and production of oil and gas within the State of Kuwait. The Company is also involved in the storage of crude oil and delivery to tankers for export

Research & Development

The R&D group is recognized as the R&D Implementation team; KOC represented by R&D Implementation team is Responsible for creation and establishment of an R&D Centre which is responsible for carrying out applied research and development for the Upstream, Downstream as well as Petrochemical sectors of KPC. This type of business is new to KOC and the KPC Subsidiaries.

Establishing R&D Drivers
• On April 18, 2005, the Strategies and Organizational Structures Committee of the Supreme Petroleum Council (SPC) directed KPC to establish a research center as an independent entity (with its own board of directors and own budget) reporting to the highest authority in KPC. The center was also identified to be operated as a profit center.
• The desire of His Highness the Amir of Kuwait to establish a Center of Excellence in Research, Development and Technology for the Oil industry.
• Kuwait is facing challenges that are specific to its Oil Industry.
• The world is moving toward ‘Unconventional Oil’.
• There is a need to develop internal capabilities
• Achieving KPC 2030 strategy requires focus on technology

History
The R&D Strategy was initiated On February 3,2002 based on the requirements of the KPC Strategic Plans up to 2020.

On March 2004, KPC Management approved the implementation of R&D Initiative.
In December 2006 His Highness the Amir of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah commissioned a blue ribbon Panel to review the organization and performance of Research and Development (R&D) and to make recommendations for restructuring and in other ways advancing research in Kuwait.

The Kuwait Research Review Panel (KRRP) was convened early in 2007, comprising leading members of Kuwait’s STI community as well as selected international experts in science and technology (S&T) and R&D management. The Panel was chartered to consider such issues as the development of a framework for the optimal organization of R&D in Kuwait. Then on August 2012 the R&D was established. 

R&D Objective
To provide applied research services for the upstream, downstream as well as the petrochemical sector in Kuwait.

R&D Vision
R&D will be the first choice for strategic technology innovation for KPC’s businesses, and competitive with international providers of applied R&D.

R&D Mission
To conduct strategically-focused, applied R&D in partnership with KPC subsidiaries, making the best use of national and international technology partnerships, and create options for enabling fundamental research for KPC needs.

R&D Programmes Responsibilities
Define and plan start-up of research programes:

• Work with sponsors to develop detailed R&D programs
• Defines capabilities (people and facilities) required to develop R&D programs
• Specifies qualifications / experience required and assists HR lead in recruitment of high caliber staff
• Establish R&D labs and required technical equipment
• Specifies budget required to run the R&D programs

R&D Collaborate Relationships Responsibilities
Create key collaborate relationships to support R&D’s successful start-up:

• Establish collaboration business model and governance framework
• Works with Lead, Program Design to understand R&D’s initial collaborator needs
• Creates short-list of potential collaborators
• Negotiates and implements collaborator agreements
• Establish long-term service agreements
• Conducts on-going dialogue with potential future collaborators/partners
